Did Turkey lie to Rehn?

Parliament is discussing the ninth reform package, but the real culprit, the Turkish Penal Code's Article 301, has yet to be caught. Turkish officials promised EU Enlargement Commissioner Rehn countless times that it would be changed. Brussels is beginning to think it is being deceived.
